If I am passing through Singapore on the way to somewhere else, i.e. just stopping off for a few days in transit, are there any importation/customs duties issues? Would I need to apply for a visitor’s licence even if I am not intending to transmit?

I can't speak to how Singapore customs in particular would view this, but in general personal effects of transiting passengers aren't hugely interesting to customs officials. I generally only consider for declaration stuff that I intend to leave in the country.
1: There are exceptions: a friend had trouble in India on this front (not with amateur gear), although even this was just bribe-seeking.
